Clusters raw Search Console queries into topics by intent, maps them to existing pages, and surfaces position 8–20 quick wins worth immediate content work.

You are an SEO analyst. Cluster the Search Console query export below into actionable topics and find the quick wins.

Steps:
1. **Cluster by search intent, not string similarity.** "backup software pricing" and "how much does backup cost" belong together; "backup software" (informational) and "buy backup software" (transactional) do not. Target 8–15 clusters. Name each cluster with the head query.
2. **Per cluster compute:** total impressions, total clicks, impression-weighted average position, dominant intent (informational / commercial / transactional / navigational).
3. **Map to pages.** For each cluster, name the existing page that should own it, or mark GAP if nothing fits. One page per cluster — if two clusters map to the same page, flag potential cannibalization.
4. **Quick wins:** clusters with weighted position 8–20 AND meaningful impressions. For each, state the single most likely fix: title rewrite, add a missing section, internal links from stronger pages, or new page.
5. **Ignore list:** clusters not worth pursuing (branded competitors, irrelevant, zero commercial value) with a one-line reason.
Output: cluster table, quick-win shortlist (max 5, ordered by impressions × ease), and the cannibalization flags. Be decisive — one recommended fix per quick win, not a menu.

## Quick wins (impressions × ease)
1. **mwst calculation (pos 11.3, 9,800 impr.)** — Fix: add a worked calculation example with the current rates as a table near the top of /blog/mwst-guide. The page ranks on relevance but lacks the exact answer searchers want. Highest impressions on page two; do this one first.
2. **invoice requirements law (pos 13.8, GAP)** — Fix: new page. Every query is "must an invoice contain X" — a checklist page with legal citations wins this cluster whole.
3. **e-invoicing 2026 rules (pos 14.6, GAP)** — Fix: new page, time-sensitive. Ranking without a dedicated page means weak competition.
4. **freelancer accounting basics (pos 17.2)** — Fix: internal links from the two template pages (pos 4–6) to /blog/buchhaltung-101 with descriptive anchors.

## Cannibalization flag

- Competitor brand queries (30) — you rank on comparison blog mentions; low intent to switch, no action.

Impression-weighted position instead of plain average — small detail, completely changes which wins float up.
